Experience
Luis Panizo, JD specializes in Administrative, Mining, Energy Law and legal regulation applicable to decentralization process. He has participated in the drafting of Laws and Regulations related to Energy and Mining Sector; as well as he has worked in the Presidential Ministry; the Geological, Mining and Metallurgical Institute – INGEMMET (former Mining Records) and as Legal Manager of OSINERG.
Mr. Panizo also worked as president (periods: 2005, 2006, 2012 and 2013) and presiding chairperson (since July 2004 until May 2014) in the Mining Council and as General Director of the Legal Advisory Office of the Ministry of Mining and Energy (periods: January 83, March 93 and August 2003 until June 2004); person in charge of the Legal Management of the National Council of Decentralization (February 2003 – August 2003); legal adviser of the General Management of the Regulatory Agency for Energy Investment – OSINERG, currently OSINERGMIN (February 1999 – December 2002); Manager of the Mining Concessions Office of the Geological, Mining and Metallurgical Institute, former Mining Records (May 1998 – February 1999); Director of Legal Advice for the Presidential Ministry (February 1997 – February 1998); Head of Legal Advice for the Special Project for the Renovation of Transport Infrastructure developed by the Ministry of Transport and Communications (May 1995 – January 1997); Principal Adviser to the Presidents of the Budget and Human Rights Commissions of the Congress of the Republic (July 1993 – May 1995); Central Manager of Legal Advice of ENCI, a company dedicated to the commercialization of consumable goods (March – June 1993); Legal Adviser to the General Management of FAMESA (June 1979 – December 1982); and Legal Adviser – Representative of INTHIPHARMA S.A., currently BDF DEL PERU S.A.
